russia these days is a technological desert with a "brain drain" - for some reason smart people just don't want to live there and all their semiconductors and complicated componenets are built elsewhere .....mainly western countries but some from China

but yeah , some dopes do say that happily ignoring the loss of gas revenues , the dependance on China , the war and the demographic proiblem
