for negotiations to commence:

That Russian forces are removed from all Ukrainian territory
as per Ukrainian Borders 2013 and that its illegal to negotiate
with Russia otherwise.

That's why the war is still going!

The question is if the status quo remains, what are the odds
that either side will compromise and at least agree to peace negotiations?

So far economic sanctions and the massive NATO assistance to the Ukraine hasn't worked.
