Tyres being the cause of the smoke and fire has not been ruled out, just the Kremlin lie and propaganda narrative of a Ukrainian attack. Add the black smoke observed with the refusal of Russian forces to allow the IAEA to investigate and I am certain you'll find tyre fragments, as explained by Zelensky.
