I have told you Andy that you would be a very bad lawyer. lol! No quorum, but the resolution accepted, the same as in 2014 coup. No quorum too. The transfer of territory was not done in accordance with the Constitution of USSR. Do some research. The reason given for transfer of Crimea was a 300 year anniversary of the Pereyaslav Treaty which had nothing to do with Crimea. Peace.
