They are saying it because they know they CAN'T hold it for more than a few more days and are preparing the narrative of... 'we are NOT like those BAD Russians... we don't want to be occupiers of another country's land'...
Of course this narrative is only being constructed as the objective of the incursion (being the nuclear power station) failed... lol
If successful they would have been ecstatic to occupy said Russian territory... lol...lol
