Moscow is pulling some of its troops from Ukraine in response to the attacks on its territory, according to US officials who have spoken to the Wall Street Journal.
The officials said it was unclear how many troops were being withdrawn and Washington was still trying to understand the significance of the move.
Russia still appears to be struggling to repel the Ukrainian invasion more than a week after it began.
Moscow claimed it had begun to thwart the offensive into its Kursk region - but the governor of neighbouring Belgorod declared a regional emergency in the early hours of this morning, citing continued Ukrainian attacks.
