I understand what you say about international law, but seems entirely reasonable that Russia should be forced into reparation payments from war. This I would consider a down payment. The wrangle so far has just been on the interest component,which considered valid by European community.... Basically a fine, funds accumulated while sanctions in place. Ie Russian profit during war.

As a layman, justice should allow the whole confiscated in reparations as the war continues. Help Ukraine rebuild from Russian terror attacks. During and after war.
