    He is correct, Russia could respond with nuclear weapons if the Ukes use them first or blow up the Kursk NPP.

    Pre-emptive defensive measures would be undertaken by Russia first, such as the destruction of enemy satellite systems before any nuclear attack is carried out to prevent their retaliation.
