You have yet to answer me where in the constitution it says Serbian forces can perpetrate genocide?

What article of the constitution spells out crimes against humanity that depraved Serbian forces perpetrated?

You talk constantly about the constitution so I see it as only logical you should be able to answer the simple question am asking.
