whether he can , or even seeks to is moot .....but to add to what I posted before about putin using nukes .....that is something that India definitely WOULD NOT tolerate and all trade ties with russia cut to avoid any part of the condemnation from the west that would follow - (it would become "he that is not with me is agianst me ")
