Indeed it is tragic.
The Kievan leaders have made a choice though. No diplomacy and agree to massive western support (how generous of NATO member states...).
The west needs more results for it's kind investment.
ps: also, if you are talking about Niu-York, I don't think there would be many civilians remaining. Evacuations in Pokrovsk and Toretsk have been occurring for some time.
