Another thing, Zelenskyyy still has his Oct. 2022 decree in place right? Consider it from the Russian perspective:
The other side refuses to negotiate. So okay, we take more ground and destroy more military etc. and then they'll understand it will only get worse? Surely.
Nearly 2 years later and you are making progress through multiple 10 year old fortification lines. And the decree is still there, so people in the west can nod and say "That will show Putin/Hockey Putin etc."
And Russia just accepts that Kiev aren't ready for negotiation and continues to gain ground...
