If anything Putin could be accused of using too much restraint by appeasing NATO for way too many years, hoping they would eventually come to their senses and allow Russia to become fully accepted as part of "the west", as he has always wanted.
Sadly the US deep state who run NATO have still not engaged with reality and jettisoned their ill-conceived anti Russia strategy for that organisation.
