I don't think many people would try to argue Russia hasn't been holding back anymore. You can see what is happening. Sumy is now in a worse position since Ukraine's Kursk incursion, as is the rest of Ukraine. My only theory is that Kiev are trying to somehow get others actively involved. I don't understand why else they are making things progressively worse for their population.
