STALIN was GEORGIAN, who headed the Soviet Union, at the time.
And each Republic had its own leaders and its own parliament. It was Ukrainian leaders who implemented STALIN's policies.
But somehow you want to blame the Russian simply because those leaders met at the Kremlin.
So if they had met in Washington DC, you would blame the US???
