He doesn't need to negotiate with anyone to do it either, he could just end his failed war.

It's the pro-war pro Putin war mongers who, despite being unable to accomplish a single objective militarily and have been humiliated time and time again, won't accept anything other than Ukraine's surrender, which they dishonestly try to dress as "peace negotiations".
