The deliberate famine was created in and made worse by the Kremlin. It does not matter that the leader of the Kremlin at that time, Stalin the Nazi collaborator, was Georgian. The point is the Kremlin then was just a fascist Nazi regime with another name, just like the Kremlin today is a fascist Nazi regime with another name.
