Russia are the invaders using missiles in an offensive manner striking civilian targets & infrastructure. Ukraine wants missiles to counteract the Russian aggression.
I actually wouldn't be surprised if this is just Iran wanting to test their missiles against the AA systems in place in Ukraine after all, this place has become a hotbed of testing military hardware and we are watching the evolution of warfare (drones, EW etc)
