e.g. stop critical exports to countries deeply involved in the war, that cannot easily be replaced from other sources, of heavy crude and uranium to US to severely disrupt power stations, diesel production, jet fuel production - i.e. threaten to wreck the US economy (trucking, aviation, electricity production).
