The fact remains no one could have foreseen events of December 1991 and the discussions over NATO eastward expansion were obviously and could only be based on the situation and borders then. The participants weren't Soothsayers. And of course the subsequent and mutually agreed to Russia/NATO Founding Act.....since comprehensively violated by Russia.....should have satisfied any concerns Russia had. The idea NATO betrayed Russia is nonsense.
