You are missing the messages coming from both sides. If the West lifts restrictions for Ukraine to use Western-supplied long-range missiles to target sites within Russia then that's a firm sign that the West has declared war on Russia. In that case, a window is opened for Russia to start sending long-range missiles (possibly small tactical nukes) to European sites well past Ukraine.
