I think your first 2 paragraphs are just trying to defer, complicate, deflect and cloud the issue and I'm through repeating myself on what is I imagine a pretty simple concept for most to acknowledge, understand and accept ? I think you'll find the Russia/NATO Founding Act was in part negotiated to address Russian various concerns at the time and so it's very relevant. A fat lot of good it did though eh....with Russia's comprehensive violation of it....which you and other Putin apologists, members of the hysterical anti Western Brigade and others here would obviously rather not talk about. Putin keeps on raving on and on about NATO...they should rub his nose in the Founding Act.
