I think it's more ridiculous to look at Russia's actions versus it's capabilities and think they were going for more than what they said. In retrospect Russia messed up by assuming Kiev would actually continue to negotiate.
[Not huge on Korea, but that conflict ended with negotiations, didn't it?]
