CIA has been meddling in Ukrainian territories for as long as it existed. Supporting "Ukrainian" insurgency against the Soviets in 1949, which ultimately ended in failure.

CIA has been working with "Ukrainian" nazi-collaborators to fight against the Soviets.
More recently, CIA established 12 bases and trained Ukrainians to fight against the Russians.
