I wouldn't be too sure of Russia paying reparation costs
because the USA has set a precedent:
EG: .
.The Vietnam War
-The Iraq War
-The Afghan War
-And now the US %age of the Syrian War
IMO if this war is ever settled, then the EC
will do the rebuild etc etc...
