NO that isn't fair, and ideally other solutions would be found, to minimise displacement in local population.

The land if acquired in Australia, hopefully have a lot of time to find best outcomes, substantial checks on alternatives, done under the law. Acquired with significant compensation and I would hope additional resources to find an equivalent to your poor displaced family. Tragic personally to family, ifnot wanting to move, and not under their control, the loss of neighbours they have strong relationships. Sad.

Putin invasion of Ukraine is more akin as I have written before where your next door neighbour invades your house, kills one of your kids, takes over his/her bedroom. Every morning you wake up hating the neighbour for these illegal immoral actions, you live in fear, what he is going to take next, will they murder your family for the lounge or whole house....for the Ukrainians.
