He hasn’t got any sway over what munitions can be used, shesez.
He’s just pointing out that if these munitions are used, he feels that it would be within his country’s jurisdiction to “take out” the industrial complexes that produce these weapons and/or stockpiles of these weapons wherever they might be.
The fact that these munitions are produced and stored in a variety of countries is however, very relevant.
He’s certainly not banning these weapons just voicing his intent on how his country would respond if they were to be used.
