If you have been keeping an eye on this conflict since it's beginning, you might have noticed that the Russians never surround anything fully. Neither have Ukrainians. But that's mostly due to the fact, that when they get close to surrounding something, most times the Russians are no longer there.
Considering the type of warfare that we are witnessing, it's not necessary to surround anything fully.. Regardless of what our alleged pro-Ukrainian friends might be pitching, this is not a war of conquest. It's a war of attrition. And the Ukrainian government is treating it's army like it can be restored with chees. If you want to see the war of Conquest, have a look at Israel's war.
All that's required to technically surround a settlement, is to get close enough to be able to maintain control over escape routes (bombs, drones, artillery). Which is what the Russians have been doing. Troops trying to escape get smashed.
