If Putin could offer a political and economic system to attract Ukraine, non of these terrible things wold have happened. All Putin offered to minorities was a mafiosi/oligarch structure with a might is right attitude. Putin still is clinging on to minority region's through corrupt henchman like Kadyrov. Once Putin or the likes of Kadyrov succumb or overthrown, region will erupt as in Arab spring or Libya and unfortunately will be a mess for decades as a mafiosi had ruled them for too long.
