This is a typical manipulation that is spread by Ukrainian weaponized propaganda.
Anyone that wants to find out what the manipulation is, is more than welcome to look for a copy of this agreement, and examine it's contents as well as all the related documents (mentioned in that agreement).
The agreement was conditional on many things. Including Ukrainian neutrality (which was a part of Ukraine's Declaration of State Sovereignty, where Ukraine's aspirations towards neutrality as well as non-participation in various military blocs are mentioned).
All of the neutrality went right out the window, when president Yushenko, in his February 22, 2005 speech, made the following statement (that indicated Yushenko's intention to abandon the principles of neutrality outlined in Ukraine's Declaration of State Sovereignty:We believe that Ukraine's participation and engagement in the North Atlantic community of democratic peoples will strengthen peace and security on the European continent. We are ready to make all necessary efforts to achieve this noble goal.
We have already created a strong foundation for our mutual relations and can extend it.
The most important task for the new government of Ukraine will be to bring political, social, economic and defence of systems of the state in full compliance with the Euro-Atlantic standards.
We want every citizen of the country to see the advantage of these standards. Exactly in this understanding, we want the Ukrainian society to realize that the European future of Ukraine is inseparably linked with the deepening of its relationships with the alliance.
