    Apparently not. The not one inch more was a reference to the inclusion of former Eastern Germany into NATO and Gorbachov agreed to this.
    It's relevant to that inclusion and not any others.
    So no.
    Putin may believe that's what was agreed, and it may have been Russia's intention to contain NATO.
    But that is not what was in the written Agreements.

    Background intentions and motivations are varied and not always reduced into writing.
    If they weren't it's a bit sooky for Russia to claim it's NATO's fault. You want a binding term, you get it reduced into writing. Russia's fault.
