its always ruled by someone else.

currently (amd for the foreseeable future) its will always be pushed around by Ruskies and NATO.

being part of NATO they would have to send money and men to upkeep NATO defense

not being officially part of NATO, they have to placate NATO that they are subservient to NATO or NATO will send bombs to Ukies like Libya.

Also Ukie have to make sure Ruskies are happy with them.
