Perhaps someone out of Africa? maybe South America - making sure absolutely zero connection with America


offer the service of arbitration --- via a party who is clearly not closely involved.


in this particular case - I'd get Europe on board at first to agree that if Russia agrees to arbitration - then, Europe lift it's various bans as long as the parties are moving in the process -- I'd be going for a ceasefire during the process leadup.

I'd be putting some conditions on Ukraine as well - not to fortify positions and the like.


that's about all you can do ------------ offer both carrots and sticks -------------- carrots work better.
