    NATO was being steadily run down by the European members who showed a staggering lack of commitment to their own security, to the point it was being described by themselves as "brain dead". It was that lack of commitment and dysfunction that made Putin think now was the time to exploit a perceived weakness and start a territorial grab, not fear of a threat from NATO. The only fear he had was losing power to democracy.
