    Quality vs quantity.

    From a quality perspective, the "whole world" = US/Europe/Japan/Canada/Australia.. Human achievement is primarily driven by these countries.

    From a quantity perspective (inclusive of useless nations) sure, the whole world might not be so passionate about Ukraine.
