Yes. The USA has nukes too, a lot more of them and more importantly has a far greater ability to take out an ICBM.

Neither side wants to go nuclear; that much is obvious. China would only use their nuclear weapons as an absolute last resort if they felt that they were in danger of invasion- which is something the USA have absolutely no interest in doing.
