clearly the general DOES consider it a possibility (if unlikely at present) and is prepared to say so

I do see your point and have much sympathy but ..."If Putin wants to use nuclear weapons - so-called ‘tactical’ or not then it’s pretty much MAD"
is not necessarily true at all .
It would invite a much harsher response but I personally doubt the US and west would use nukes as a response to tactical nukes .
Pretending it's not a posibility , for me is not an option .
