Personally, I don't think they would be able to keep that many on hand.

The carrying costs would be enormous.

My understanding is that Iran have been selling their oil - more than 1 M barrels per day; through barter system or gold pricing.

And their infrastructures (currently) are in bad shape.

They will need billions of dollars of new investment money to lift their production rate.
