It has no validity, not for the reasons you claim, but because the Russians have no right to decide they aren't to be governed by Kyiv.
It seems like a pretty kooky conspiracy theory to say that a bunch of Russians voted to separate from Ukraine only because the Kremlin was there.

If Western Australia voted to leave the federal government, it's not going to be valid. It doesn't matter who observes it, they have no right to it.
Its Ukraines sovereign territory; Russians can leave or die.
