To throw a bone to their 'useful idiots' to get a fresh batch of conspiracy theories and anti-US propaganda circulating.

Same reason why the would shell ZNPP or drop petal mines around Donetsk or blow up Ukrainian POW's. The aim is always to smear their enemies and create fodder for Kremlin propaganda.
