Last I heard Putin was entertaining the prospect of conducting 'consultations with residents' to try and work out where they are.

If it wasn't happening I wouldn't believe it. It's a complete farce especially as he doesn't even control some of the territory. Looks like he's trying to set up a never ending War and the Russian Federation will have a de legitimised and fragmented border which won't be recognised by any State or international organisation in legal terms.

He's lost his marbles for sure.
