Those regions are literally border states. A political map is not an end-all approach to determine where Ukranian begins and where Russian ends. A Russian moving to Australia becomes a Russian-speaking Australian citizen. He is also ethnically a Russian. And also an identifies as Australian. And an Aussie, Ozzie, mate, you name it. And if we had land borders and his fam lived over. What is he then? They are words to describe people that's all. However you call them they felt their country's government didn't do enough to protect them from the violence.

Russia used this as an excuse to enter. In reality they went in to protect their multi billion dollar assets from falling into the hands of a U.S. proxy state and claim the region as part of Russia. Maybe Putin knew what they were capable of or he received intelligence about something brewing. In a last ditch effort he started his military ops.

But it happened anyway with sabotage of the alternative pipelines in foreign waters. The failing outdated tech, under-trained and underfunded army and overfed corrupt generals didn't get the job done either. So now conscription, throw everything at the wall.

But now this sabotage can be seen as official declaration of war on the countries who built that thing if you go by rule of law. Risky move by U.S. so maybe they are not winning as much as the news are saying?

But can it be traced to the ultimate benefactor or even if it can will it be ever be made public? Because announcing it would inevitably lead to said war and all semblance of neutrality and reputations shattered.
