I think the russians are saying back off Ukraine and stop the NATO proxy war. If they take out electricity, fuel, communications, command and control and transport hubs it will be difficult for Kiev to avoid defeat. They could try conciliation to protect civilians but that will happen only when they have suffered enough to see that as an option worth taking a chance on. Russias hopes for an easy win didnt happen, now they do it the hard way.
