I would suggest France has been most reticent - however they just announced 100M euro fund for Ukraine to buy weapons very recently. But there is a G7 meeting being held in response of which Germany is currently chair. German consulate hasn't functioned for many months, so may be more signalling from Russia. I don't think Putin will get his demands for sanctions relief met....
