I suppose it was in the context of East Timor etc but pretty silly when even now their GDP so small (and particularly GDP perhead)
ie they couldn't econmically sustain a hard war
they have some ships but at the time very poor weapons for the army ...with that sized population might defend their homeland well but really still not a military to be able to attack across water effectively
