The Times reported that “Mr. Biden said he did not think it would be possible for Russia to use a tactical weapon and ‘not end up with Armageddon.’” Coming from the US president, this means, in effect:
The United States will respond to Russia’s use of a tactical nuclear weapon with a full-scale thermonuclear strike against Russia;


it certainly doesn't mean that at all
and my bet is the US would not respond to a tactical nuke with ANY SORT of nuke ...but there are other measures
and Biden is warning of escalation
