Since the 1950s the US had enough fire power to wipe China and Russia off the face of the earth, but have never seriously contemplated doing so. WW2 was enough to convince them it was not a solution. When General MacArthur suggested the idea of using them in the Korean War the democratically elected government of the time removed him.
Russia and China have both developed tactical nuclear weapons that either violate weapons control agreements and treaties or in China's case signed up to them. They have done so because they think using them is a "winnable" way to use nuclear weapons. Its a fallacy that is being promoted by China and Russia who have encouraged and disseminated nuclear technology, weapons and ballistic missile systems to countries like North Korea and Iran.
If you are looking at governments actively planning to use nuclear weapons, look no further than China and Russia and their territorial ambitions. Russia is the one with it's nuclear forces "on alert". The US cancelled its routine missile test launch. Russia is the one who cheated on developing intermediate range nuclear weapons forcing the US to respond.
All these threats to neighbours in Europe and the South China Sea from Russia and China have simply started a new arms race. And Putin and Xi are the one's responsible for it. And each wants to profit at the others expense despite the outward "friendship" against the West.
