Ah I see, so in your mind, does "negotiate" mean "capitulate entirely to your enemies desires"?
The original terms were, simply, execute Minsk (ie, withdraw troops, recognise DPR/LDR governance semi-autonomy), don't join Nato.
In return, Russia would also withdraw. There would be no change in Kiev government required. Simply "Stop shooting these people and don't put missiles on our border".
Is that unreasonable, do you think?
Why couldn't the Ukraine do that, Tangs? Why did they have to push troops and artillery fire into the east?
I cannot understand what you think the word "negotiate" means.
