Definitely clear indication of either poor advice to Putin, or Putin's poor decision-making. There's no way that Russia can manufacture enough weaponry/missiles etc to maintain the current onslaught, or to match the inflow of equipment from those countries helping Ukraine defend itself. Just hope Putin - in desperation - doesn't bomb innocent Ukrainians even more indiscriminately than he has recently done.
