BUT ......Their military strength , reserves and manpower are all significantly degraded .....and if they ever were a match for NATO- (include the US and even at their best russia had no chance in a conventional war ) ....they cerainly are not at present any sort of competition even for European nations without thee US .
people tend to paint black and white.....or try and attribute that wording to others , as you have here .....usually shades of grey .....russia still has strength .....just considerably less than when the war started
